The short answer is unfortunately "yes." The problem is that when you ask how you can "fix" this problem - and a 5-year suspension is a big problem for anyone - you will receive different answers from everyone you talk to.? Clerks are trained to not give out anything that could be construed as legal advice so often times they will tell you that you are stuck or to hire an attorney (best advice and not just because I am one). Worse, the DMV personnel will all tell you something different and nothing helpful.

A five year suspension is typically issued because someone has been found guilty of three "Driving While License Suspended" [DWLS] citations within a five year period of time (subject to the DMV's "new math" determination). DWLS tickets are usually due to unpaid tickets (if you don't take care of a ticket you receive within 30 days the county clerk will suspend your drivers license). A 5-year suspension occurs because you just pay your DWLS citations or you go to court and just enter a quick "no contest" plea to just get it over with. HINT: Never do either of these when you receive a DWLS ticket. Florida law labels a driver a "Habitual Traffic Offender" when they decide to finally being responsible and take care of their stuff.

The usual scenario is that a person decides enough is enough and they are going to pay all their outstanding late tickets all at once and get their driving privileges back. In fact, this will be the exact advice given from the DMV if you ask them.

Driver: "Hey, can you tell me what I have to do to get my license back?"
DMV Person: "Let's see..., hmmm... looks like your license is suspended for unpaid tickets. Pay those off and we will reinstate your license. Remember to come back here and pay us our fee."

Nevermind the fact that by just paying your tickets the DMV will assess points on your driving record AND count those pesky DWLS tickets towards a nice surprising 5-year suspension.

CAN I GET MY LICENSE BACK OR DO I HAVE TO WAIT 5-YEARS?


Another short answer is "maybe." That's better than "no" and not as good as a definitive "yes." What you need to do is find an attorney that knows this area of the law and has actually gotten people back their driving privileges. I know we have done this but you, the driver, do not know us from Adam. That will apply with almost any attorney you talk to. You will be faced with some lawyer telling you what you want to hear, or what you don't want to hear, or a lawyer explaining what he or she can try and do and what you can expect (which is going to be that there is never a guarantee with this type of legal work). If a lawyer promises you a good outcome, move on. If another says there is nothing that can be done - keep looking. Find the attorney that will sit down and look at your driving record with you and explain why or why not there is a chance of restoring your drivers license.

There are many reasons why someone's drivers license could be suspended.? Some reasons are reversible, others are not.? Most can be fixed. Don't just accept what the DMV decides. Always consult with an attorney.

Finally, if your drivers license IS suspended - do not drive. Don't make the hole deeper by being charged with a criminal offense.

Astrologers Say Celestial Charts Favor Obama Over Mitt Romney

NEWS ORLEANS, May 29 (Reuters) - The votes are in and it is unanimous: Barack Obama will win re-election to the U.S. presidency in November, according to five astrologers who offered predictions at their convention on Tuesday.
Each of the five astrologers on the presidential panel explained how they came to their assessments, with most relying on studies of celestial charts pertinent to both Obama and presumed Republican nominee Mitt Romney for the date of either the election itself or the next presidential inauguration.
For Chicago astrologist and corporate lawyer Nina Gryphon, it was her study of the Aries ingress - the exact time when the Sun enters the sign of Aries - that clinched the decision. "It's obvious," she said. "Obama stays where he is without a change in status."
Billed as a meeting of the world's top astrologers, the conference in New Orleans drew some 1,500 people who participated in workshops and panel discussions.
Not to be confused with astronomy, the scientific study of the physical universe, astrology uses non-scientific methods to predict how the relative positions of celestial bodies may influence human behavior and future events.
Denver astrologer Chris Brennan said his chart study focused on public profiles of the two presidential candidates, both of whom "are entering into peak periods of eminence in the next few months." But he said there was a key difference: "Obama's peak period stays consistent throughout the election, whereas Romney's seems to falter a few weeks before the election," he said.
Most of the panelists placed a high degree of certainty on their forecast, but a few pointed to potential difficulties Obama may face after his predicted re-election.
"The ingress of Saturn into Scorpio may trouble him," Brennan said. "It won't cost him the election, but it may indicate difficulties in the first half of his second term."
Brennan could not specify the potential problem, but "it pertains to his career and his reputation," he said.
As to the election itself, Brennan raised the possibility of the contested 2000 election being revisited.
"We should all be aware of the Mercury retrograde that will occur on election day," he said, referring to an optical illusion that can make a planet appear to reverse direction temporarily.
"Most astrologers are pretty certain that this could cause problems similar to what happened in the 2000 election," Brennan said, referring to the contested Florida vote that was settled only when the Supreme Court ruled that George W. Bush should be president rather than Al Gore.
The retrograde, Brennan said, "seems to imply that there's something up in the air about the election until sometime later in the month."
"It's possible it won't be finished for Romney until the last week of November," he said.
Two of the panelists participated in a similar session four years ago when the panel also gave a unanimous thumbs-up to Obama. (Reporting By Greg McCune; Editing by Eric Walsh)

Bacteria and viruses, scientists estimate, make up half of the world's biomasssome 10 nonillion (1 followed by 31 zeros) microorganismsand we most often meet them within enclosed spaces. So, that's where the modern microbe hunter often looks first. A new report issued by the National Institute of Standards and Technology (NIST) offers guidance to make the hunting more effective.

A fundamental understanding of the microbial community in the built environmentincluding estimates of diversity, function and concentrationis necessary to accurately assess human exposure, and in turn, the potential impacts on human health. To address the many challenges associated with characterizing this invisible biosphere, develop innovative approaches to make both aerosol and surface sampling more effective, and prioritize research efforts to optimize and standardize those methods, NIST, Yale University and the Alfred P. Sloan Foundation held the "Challenges in Microbial Sampling in the Indoor Environment Workshop" on Feb. 14-15, 2011, at NIST headquarters in Gaithersburg, Md. The new report summarizes the results of that workshop.

Traditionally, taking a "census" of the microflora in an indoor environment has been done by taking samples from both the air and various surfaces, growing them in nutrient media, identifying the different species that arose, and then extrapolating an estimated total quantity for each species based on the numbers present in the culture. This approach provides a view of the microbial population that is limited, unreliable and biased toward those few species that grow successfully in culture.

In recent years, culture-based detection, identification and quantification is being replaced by culture-independent characterization of an entire microbial community by studying the different genomic DNA sequences present. Attendees at the indoor sampling workshop were charged with optimizing this modern genomic approach to microbial analysis by:

• Detailing the current sample collection and processing procedures available to characterize the indoor microbiome;
• Determining the future requirements for monitoring and characterizing microbe communities;
• Defining the challenges and limitations with current methods;
• Prioritizing issues that should be addressed to meet future requirements; and
• Mapping the pathways and approaches that should be taken to develop and improve techniques to meet those needs.

The workshop summary report documents the results of these discussions, highlighting the current state of science, challenges and future priorities for surface and aerosol microbial analysis; exploring cross-cutting issues such as surface/aerosol microbiome relationships, education, training and public awareness; and providing a comprehensive overview of existing resources, including those for building and architectural considerations, sampling strategies, and worker safety and health guidelines.

US tuna show Fukushima pollution

Pacific Bluefin tuna caught off the coast of California have been found to have radioactive contamination from last year's Fukushima nuclear accident.

The fish would have picked up the pollution while swimming in Japanese waters, before then moving to the far side of the ocean.

Scientists stress that the fish are still perfectly safe to eat.

However, the case does illustrate how migratory species can carry pollution over vast distances, they say.

"It's a lesson to us in how interconnected eco-regions can be, even when they may be separated by thousands of miles," Nicholas Fisher, a professor of marine sciences at Stony Brook University, New York, told BBC News.

Fisher and colleagues report their study in the journal Proceedings of the National Academy of Sciences.

They examined the muscle tissues of 15 Bluefin tuna (Thunnus orientalis) taken from waters off San Diego in August 2011, just a few months after the accident at the Fukushima Daiichi nuclear plant.

These were animals whose parents would have spawned in Japanese waters and spent one to two years locally before heading to feeding grounds in the eastern Pacific.

Professor Nicholas Fisher was 'stunned' to find the radioactive signal in bluefin tuna.

All the fish examined in the study showed elevated levels of radioactive caesium - the isotopes 134 and 137.

Caesium-137 is present in seawater anyway as a result of the fallout from atomic weapons testing, but the short, two-year half-life of caesium-134 means the contamination can be tied directly to Fukushima. There is no other explanation for the isotope's presence.

The measured concentrations were about 10 times the total caesium radioactivity seen in tuna specimens taken from before the accident.

As a control, the team also examined Yellowfin tuna, which are largely residential in the eastern Pacific.

These animals showed no difference in their pre- or post-Fukushima concentrations.

The research is likely to get attention because Bluefin tuna is an iconic species and a highly valuable fishery - thousands of tonnes are landed annually.

But consumers should have no health concerns about eating California-caught tuna from last year, the team says.

The levels of radioactivity are well within permitted limits, and below those from other radioisotopes that occur naturally in the environment, such as potassium-40.

"The potassium was about 30 times higher than the combined radio-caesium levels. If you calculate how much additional radioactivity there is in the Pacific Bluefin tuna caught in California relative to the natural background - it's about 3%," said Prof Fisher.

The scientists even calculated how much radioactivity might have been present in the fish before they swam across the Pacific (it would have fallen over time) and figured it could have been 50% above background levels; but, again, this would still have met the legal requirements for safe consumption.

Tuna caught in the coming months will be subjected to new tests. These animals would have spent much longer in Japanese waters and so conceivably could have a very different pollution load.

The team also believes the investigation should be extended to other migratory species that frequent Japanese waters.

Fukushima pollution is potentially a very useful tool to trace the origin and timing of animal movements.

Because of their very predictable decay rates, the caesium isotopes and their ratio to each other can be used like a clock to work out when a particular migration took place.

"There's been a lot of really nice electronic tagging work, but any tag you put on a fish shows you what that animal will do from this point forward. What it can't tell you is about the past, and that's what these tracers can do," explained the study's lead author Dan Madigan from Stanford University.

"The logical next step is to look at other species that do what the Bluefin do? migrate from Japan.

"Right now, we have the sampling in place to look at sea turtles, sharks, other fish, potentially whales, and some seabird species as well. This will give us information about the transport [of the contamination] by the animals and it will tell us about the migratory patterns of the animals," he told BBC News.

For the fifth consecutive year, the League of American Bicyclists named Washington No. 1 ?Bicycle-Friendly State? in the country. The announcement comes as Washington celebrates National Bike Month in May and encourages bicycling to work, on errands and for recreation.

?With support from the highest levels of government, (Washington) leads the nation in creating new bicycle infrastructure and using federal funds for bicycle and pedestrian projects,? according to the league.

It's the romantic marriage proposal that's set to melt even the coldest hearts - and become a YouTube viral hit.

Two days after asking his girlfriend to marry him, 'Isaac's Live Lip-Dub Proposal' is the talk of the web after he posted it online yesterday.

After racking up several thousand views in just a few hours it was a global hot topic on Twitter today with many calling it "the best proposal ever".

The 5minutes 53seconds long video starts with the message: "On Wednesday, May 23, 2012, I told my girlfriend, Amy, to meet me at my parent's house. When she arrived I had stationed my brother to sit her on the back of a Honda CRV with some headphones on. He 'wanted to play her a song'.

"What she got, instead, was the world's first Live Lip-Dub proposal."

To the sound of Bruno Mars' 'Marry You', Amy is then serenaded by her and boyfriend Isaac's friends and family as her car moves slowly along the street.

Prelude: The Evolution of Human Resource Management

From the dawn of the Computer Age to the birth of the Internet, technology and business have evolved with unprecedented speed. Technological advances have produced competitive advantages. However, competitive advantage is no longer achieved or maintained solely by technological innovation.

With the rapid ability of product developers to create new products, the only remaining competitive advantage in business to capitalize upon is not technology, but people. Simply put, those firms attracting and retaining the best people and making the most of their human resources will thrive. Those who don?t, will not.

As an increasingly competitive world forces business to change, adapt and respond more quickly, companies are reconsidering the very essence of how they conduct business. These demands produce new expectations of how people contribute to organizations. People must possess greater knowledge, play new roles and operate to higher standards of performance.

The New Role of Human Resource Management

Because the emphasis today is on people and what they can bring to the business, it?s only natural that the Human Resource (HR) function would one day reexamine how it supports a firm?s business plan. That time is now. Once merely thought of as the organizational police, administrators or the company store, the Human Resource function is finally becoming a true strategic business partner in progressive companies.

Some say HR?s mission is to add value. Regardless of its characterization, the new HR role is to make a business more successful. Just like the order of movements in a symphony score, a business and its objectives must first be understood. The HR function, long associated with understanding and working with a company?s human element, is well suited to apply and integrate its organizational knowledge with the strategic business plan for maximum impact. The net result? The new HR function can now contribute to the success of the firm in ways which weren?t possible in the past. In fact, the new HR role is so different, it deserves a new name ? Human Systems Management.

What Is Human Systems Management

Human Systems represents any organizational system in which the role, impact, and reaction of the human element are of critical importance. Human Systems Management encompasses much of what Human Resource Management has become, and more. In it, the HR function is re-creating, redefining, and essentially retuning for the Post-Modern and Information Ages. The system may be exclusively human (e.g., the process of team building) or sociotechnical (i.e., the interaction of people and technology). It may involve the redesign of work or the design of new pay systems to improve employee satisfaction and organizational performance.
The key element is, and always will be, the human element. The desired outcome is twofold: improved individual as well as organizational performance. At its core, however, is business strategy.

New Knowledge, New Opportunities

The Human Resource function, with its overall view of the business, has a great opportunity to capitalize upon and synthesize the new knowledge we have gained about organizational behavior.

For example, we know that employee involvement is vital to the success of many companies and business programs today. People who do the work know the work best. They should participate in decision making that affects their jobs, workplace and livelihood. People, therefore, will acquire skills by choice, if given the opportunity.

We also know that well-designed jobs and pay systems encourage skill acquisition and increase job satisfaction. In addition, we have learned that teams of people can be self-directing with equal or greater effectiveness than supervisor-led groups. When people are self-managing, the challenges and the rewards of achievement increase the meaning of the work they do.

The HR Department must also reexamine its traditional role. For instance, roles like Employment, Compensation and Training are performed in new ways to free the HR department to focus on other value-adding activities. This can be achieved through outsourcing, internal consulting, automation, the assumption of HR functions by line management, leaderless teams, team-based decision making, self-guided computer training, the Internet, reverse interviewing, as well as other strategies.

The result? The new proactive HR function can act more like a strategic partner.

A Strategic Partner for Human Systems Management

But how can organization?s move forward from Human Resource Management to Human System Management?
They should seek out a strategic partner who specializes in Human Systems Management. This allows the partner to orchestrate new strategies that will enhance a business? chance for success and to serve as a centralized resource for data and ideas.

The strategic partner should not only provide a level of professional expertise usually found only in larger, more costly consulting firms, but also form more personal working relationships with an organization?s management team. This means that management can then always depend on the strategic partner?s ongoing availability and support.

Specifically, a strategic partner can help orchestrate the transition to Human Systems Management by:
- serving as an organization?s entire HR function where none exists;
- complementing the role of small HR functions in mid-size firms;
- and consulting with larger, well-established HR functions on new ideas for improving performance.

The Finale: Working in Concert

Today the challenge of Human Resource Management is to integrate the best traditional approaches with new and innovative techniques and strategies of Human Systems Management. When these elements work in harmony, and with the firm?s strategic plan, the organization becomes the beneficiary.

However, a business needs to work under the guidance of a skilled orchestrator. Therefore, it is essential that a Human System Management consultant work in concert with an organization?s leaders as a strategic partner to create Human Resource programs that align the efforts of people with the employers? objectives to achieve common goals that will benefit everyone.

Some call this ?organizational synergy.? In reality, a simpler way to think of it is organizational success.

I am a first time landlord and was told by many people that instead of having homeowners insurance on the rental property I just need an umbrella coverage policy. My insurance salesman said I need both, plus he is telling me I need a more expensive homeowners policy because I am not occupying the property, is he trying to rip me off?
so is there a difference between a primary homeowners policy and a rentel unit policy?

China, Israel Pledge Closer Military Ties

China and Israel are taking steps to thaw a frosty relationship with a visit between the two countries? chiefs of staff. From the Washington Post:

The improved ties have been highlighted by this week?s visit to Beijing by Israel?s military chief and a training mission to Israel by the Chinese paramilitary force that, among other things, polices the restive Tibetan and Muslim Uighur regions. Prime Minister Benjamin Netanyahu is expected to travel to China in the coming weeks.

[...] Chen told the official China Daily that China ?attaches importance to the ties with the Israeli military and is willing to make concerted efforts with the Israeli side to deepen pragmatic cooperation.?

In a statement released by the Israeli military, Gantz mentioned a commitment to developing the relationship, including ?joint courses that are scheduled to take place.? It did not elaborate.

Such comments are a remarkable turnaround from just a few years ago, when ties deteriorated after the failed arms deals.

In recent years, China has often found itself in the middle of tensions between Israel and Iran, which has bought Chinese military technology despite objections from the U.S. and other countries. Troops celebrate as consignment of muskets reaches Afghanistan

British troops were celebrating yesterday as long awaited supplies reached the front line including cutlasses, muskets and copious supplies of gunpowder and shot. Several thousand red uniform tunics and white helmets were also received, which an officer said would be a tremendous boost to morale.

Medical supplies included innovations such as chloroform and antiseptic, which are hoped to make amputations more bearable and less dangerous, although their use will initially be limited to the officer class to conserve stocks. Morale will be further boosted by the arrival of large numbers of opium pipes. There was also a note saying that supplies of opium were understood to be plentiful in the region, and a box containing ?divers coloured beads for the procurement from the natives thereof?.

Letters from home were also in abundance. Private Tommy Atkins said that although his letter was originally destined for his great-great-great grandfather, it was nice to know that the people at home cared so much about the gallant boys on the front line, especially as it was often difficult to get a signal on his mobile. The letter said that he was sure Great Britain would have completed it?s military objective in Afghanistan before Queen Victoria married Prince Albert.
